By now, his civilian identity as a police Captain is almost certainly presumed dead, if that identity hasn't been exposed. Still, he thinks it might not be a bad idea to go there and see if the current government is hostile or not. Based on his experience, he's less than hopeful.

The Captain tried to get his bearings, though it was difficult with the changes the city had undergone, as well as what he'd experienced. He took note of the cameras, but didn't do anything to avoid them, having no reason to fear anything.

Just to be clear: Characters should be punished for crimes or for bad decisions. Players shouldn't be punished for what their characters do, so there should be an avenue to play at any stage of the game, whether it's a kinky scene in prison, or socializing with other criminals, or what-have-you.
