We the People of Celestial City, in order to perfectly consolidate our peoples, establish Justice, provide for the common defense and secure the blessings of freedom to ourselves and our Posterity, do ordain and establish this Constitution for Celestial City.
+++++++++++ARTICLE I +++++++++++++
Celestial City is presided over by the Mayor.
The Deputy Mayor role is fulfilled by the runner up with the most votes in the election.
The Mayor rules aided by a council of between 4 and 6 additional councilors. The Deputy Mayor occupies one seat and the CCPD Commissioner occupies one seat. The remaining seats are filled by majority vote among Mayor, Deputy Mayor, and CCPD Commissioner. Any sitting council member may submit a nomination to fill a vacant seat. The Mayor has the power to veto any nomination. Nominees become council members upon a majority vote of the City Council.
Any adult may be nominated to fill a council seat, excepting those currently serving a criminal sentence, previously convicted of terrorism or extinction level threat ranked crimes, or are otherwise known to be generally and wholly unfit for public service.
The Police Commissioner is not elected to office. They become commissioner by rule of succession. Should the Police Commissioner not be able to name a successor, or is absentia 90 days without doing so then the Council will vote upon a successor.

The Mayor of Celestial City has the right to veto any council vote.
The Mayor Of Celestial City has the right to pardon any crime.
The Mayor Of Celestial City has the right to declare a state of emergency and suspend constitutional procedures in order to take control in the event of invasion, riot, terrorist attack, civil unrest, a council declared absentia, or other widespread threat to the city or its population as a whole.
The mayor of Celestial City has the right to create executive orders.
City Hall is the seat of Mayor, Deputy Mayor, and the City Council.
City Hall will have a winter recess and a summer recess. Each recess will last no more than 30 days. During recess, no constitutional or legislative procedure may take place.
Mayors who retire from their position without being impeached or indicted are eligible to be called to break a tie on legislative bills. In this role, the former mayor is titled "Supreme Legislator"
The Mayor of Celestial City may freely nominate council members from the general populace to fill retired or absent council members slots. This includes the police commissioner and the deputy mayor.
The Mayor may hire private security for the sole purpose of protection of their person. The Mayor may not create an entity for the enforcement of laws outside of the CCPD.
+++++++++++ARTICLE III +++++++++++++
There is no term limit for Mayor or City Council members.
A mayoral election can be called by a unanimous vote of City Council, excluding the mayor.
The Deputy Mayor may assume temporary command of the city if the mayor is in absentia for 30 days or more.
The Deputy Mayor must call an election if the Mayor is in absentia for 90 days or more. In the event the Mayor resigns, is confirmed dead, or is otherwise permanently incapacitated such that they can no longer fulfill the duties of their office, the Deputy Mayor must call for an election 2 weeks after publication of such a death or incapacitation. In the event that the Mayor and Deputy Mayor are both dead or incapacitated, then it falls to the CCPD Commissioner, then the most senior City Council member, then the most senior Supreme Justice.
A serving mayor cannot be indicted for acts of office unless and until their term is office is terminated by election or impeachment. A Mayor can only be impeached by unanimous vote of the council. Any impeachment or indictment -must- be on grounds of constitutional malpractice.
A City Council member other than the Mayor, Deputy Mayor, or CCPD Commissioner may be replaced if they are in absentia for 45 days or more.
If the entire council and mayor are in absentia for 90 days or more, the citizens of Celestial City may call for mayoral elections in accordance with this Constitution.
+++++++++++ARTICLE IV +++++++++++++
In order to create law, any member of the council may propose a bill. Citizens may suggest to or lobby for a council member to propose a bill.
If a bill receives approval of 2 other council members, then it may go to draft.
A draft bill must have three separate Council readings before going to vote. These readings may be public.
Before going to vote, a bill may be amended or changed by request of the Mayor or another council member.
Voting to pass a bill into law occurs in Celestial City Courthouse over a two week period following the last reading of a bill, or after all council members have voted, which ever comes sooner. A majority vote by the council is required. In the event of a tie vote, the Mayor casts an additional tie-breaker vote.
In order for a bill to become law after the vote, the mayor must sign it into law. The Mayor may officially veto or pocket-veto it. A pocket veto is to sit upon passing the law for 10 full days. If 10 days elapse without the bill being passed into law, then the City Council cannot petition for the bill to be passed into law. If the City Council petitions within this time frame, the law is passed.
The City Council may override a veto with a unanimous vote, excepting the Mayor, after which the bill become a law. A petition to override a pocket veto requires a 2/3 majority vote, after which the bill becomes a law.
Supreme Justices may be called upon by public petition or City Council request to review the constitutionality of a bill before the bill is passed into law.
The City Council may levy taxes on entities within the city, but may only implement fair system of taxation that does not overly burden or target an individual or specific group.
The City Council cannot enact any laws that would set a minimum income or wage, or have the effect of doing so.
The City Council cannot enact any laws that would restrict a person's right to sell their own body in any manner, except such that would prevent predatory buying practices thereof.
The City Council cannot form criminal or civil punishments by which the city and its citizens bear the financial burden of the punishment. The Council should seek to create restorative rather than punitive punishments.
The City Council is free to form punishments which suspend citizen freedoms for the duration of the punishment.
Votes on bills are Yes, No, or Abstain.
Abstain votes are assumed by members who do not vote during the ballot period. The ballot period is 2 weeks.
The City Council may pass laws regulating currency, the printing thereof, and inflation.

Supreme Justices shall be appointed by majority vote of the City Council.
There must never be more than 3 supreme justices, and 3 is the preferred number of justices.
Supreme Justices do not view bills unless supreme justice review is requested by a council member or public petition.
The Supreme Justices must majority vote to veto a bill. The veto -must- demonstrate constitutional conflict in the bill.
Supreme Justices may be retired by a majority vote of the City Council.
Justices of the court of celestial city may interpret law but cannot render a statute a nullity.
All criminal, civil and constitutional judgments must be rendered in the Celestial City Courthouse. An equivalent facsimile of the celestial city courthouse is permitted during times of city invasion or during times when the courthouse is damaged.
All final judgments will be recorded and made publicly available upon request at the Celestial City Courthouse.

The CCPD serving as both the police of the city and as the military will uphold the laws of Celestial City and protect the Constitution of Celestial City from enemies both foreign and domestic.
The CCPD has the ability to draft non-government personnel for service in the CCPD during a State of Emergency.
The CCPD can declare martial law if the Mayor and Deputy Mayor are in absentia for 45 days or more.
The CCPD will not legitimize vigilante acts by civilians.
The CCPD, in order to be effective, will recruit across the spectrum of human, alien, technological and meta human abilities.
The CCPD is tasked with the protection of the city overall. It will hold property and collateral dear.
The CCPD is responsible for practicing a "Use Of Force" Continuum that privileges reasonable use of force, deescalation, and non-violent conflict resolution.
The CCPD as an organization owes a duty of care to the populace and is liable for constitutional violations that occur under color of law. An Individual officer representative of the CCPD is provided protection from prosecution when acting within their duties as a law enforcement officer.
Neither the CCPD nor City Council can issue crime fighting licenses. Nor can they create special units who operate above the law.
The CCPD will respect procedural civilian arrest and licensed bounty hunters
(a) Bounty hunters will be able to bring in only -wanted- fugitives and bail jumpers.
(b) Bounty hunting licenses may be obtained from Agencies who are registered with City Hall.
(c) Civilian's who arrest are not protected from prosecution.
The CCPD is partly self funded and partly government funded. The CCPD will charge a reasonable fee for investigations into missing persons, non-felony crimes, and crimes without witnesses.

The constitution is the supreme law of the land.
Amendments to the constitution can not render a section or article a nullity.
The Constitution can only be amended by unanimous vote of council and mayor and must be ratified by all 3 supreme justices.
All Mayors, Deputy Mayors, City Council Members, CCPD Commissioners and Supreme Justices and Justices must swear the oath of office before taking office:
"I do solemnly swear (or affirm) that I will faithfully execute the Office of ((position )) of Celestial City, and will to the best of my ability, preserve, protect, and defend the Constitution of Celestial City."
During a mayoral election, citizens may propose new legislation by use of a ballot measure. A ballot measure must be approved by at least one City Council member, unless all council members are in absentia. A ballot measure must conform to all other articles within this Constitution. A majority vote of all citizens passes a ballot measure into law unless vetoed by the newly elected mayor.
Celestial City Freedoms or the bill of rights.
Celestial City Freedoms. Freedoms do not apply to those serving a sentence.
+++++++++++CELESTIAL CITY FREEDOMS OR BILL OF RIGHTS +++++++++++++
The people referred to in this document are the citizens of celestial city who are not in the process of serving a criminal punishment.
1st Freedom -- The government shall make no laws infringing on the people's right to freedom of speech or peaceful assembly.
2nd Freedom -- The right to bear arms, including weapons capable of stopping metas, shall not be infringed upon.
3rd Freedom -- All people have the right to a fair and speedy trial and the right to an attorney who will gather the evidence and witnesses needed to attempt to prove their client innocent.
4th Freedom -- The right of the people to not have their property, belongings, money or papers seized without probable cause and warrant. Property shall be held temporarily until a verdict is made in a court of law. Nor shall private property be taken from the people for government use without just compensation.
5th Freedom -- No soldier in a time of peace shall use a home without the consent of the Owner except in times of invasions by other universal and external forces. If damage is sustained during the temporary housing, the Owner will be compensated.
6th Freedom -- No person shall be subjected to the same offense/charge twice after a verdict has been reached by a judge and/or jury.
7th Freedom -- In civil suits where the value in contention exceeds the sums of a month's salary for either party that is working, the right to trial by jury is preserved. No case tried by jury can be re-examined in any court.
8th Freedom -- Excessive bail shall not be required, nor excessive fines imposed.
9th Freedom -- The right to retain one's meta powers shall not be infringed upon, except temporarily for criminal punishment. The power(s) must never be permanently removed. The right to obtain new powers through any means shall not be infringed upon unless it risks the limb or life of others.
10th Freedom -- The enumeration of certain rights shall not be construed to deny or disparage other rights retained by the people.
11th Freedom -- The right to sell and trade ones own body or use it as a form of compensation in civil or criminal cases shall not be infringed upon.
12th Freedom -- All races, genders and species are considered equal under the law and thus afforded the full protection of these freedoms and these freedoms only.
13th Freedom -- Private property owners may freely exercise their rights to establish rule on their property that can restrict the exercise of the previous freedoms by persons that freely enter the property so long as such rules and restrictions of freedoms are prominently displayed upon entry to the property. Any freedoms restricted on private property are for the duration of stay on the property only.
